The Ruger experts on rimfire central say a trigger job must be done to get the most out of single six. I might try some reduced power springs and Stone the machine marks of trigger and hammer notches too and see what that will yield.
I was going to say to try the magnum cylinder if you have one. Sometimes the convertible models run better with one or the other.
The ammo that performed did it have a waxy type of lube? Many target rimfire rounds do and also have a slightly larger bullet diameter to engrave the rifling or snug up upon chambering. Hi vel copper washed are meant for the semi auto plinkers and run well for that but not the best for good groups on paper.
Also, you're firing 30 or so rounds per target, you may get an average smaller group size by firing multiple 10 round groups. It's a numbers thing, long haul averages and all that numbers stuff.
You can check with Ruger as they may say to return it for a new in spec cylinder. During the frenzy a lot of firearms were sent that had issues, my understanding is they'll make good if it's not performing well.
If you do return it do so with the factory springs installed, they'll remove any aftermarket parts and charge you for the 'fix'.
This revolver is over 30 years old , nothing wrong with it. First two cylinders full 12 shots were all in the black .I'm cheap I get my money worth out of targets ,Ha.
My near 54 old eyes ain't what they used to be , offhand too.
What my plan is to machine a slot in the ramp for a fine bead blade type target sight and fab a shallow U notch rear .
This coupled with trigger job I see no problem keeping them in the black offhand at 20.
